The complexity and unpredictability of Portuguese agriculture and the need for an approach that prioritises and operationalises problems and objectives require an informed, results-oriented dialogue. The aim is for everyone to be talking about the same problem(s), sharing common concepts, processes and data and focusing on solutions and impacts.

This report by the Portuguese National Council on Environment and Sustainable Development seeks to answer the following question: how can interests be brought together to produce tradable goods and services and manage public goods and services in a resilient and sustainable way, assuming the unavoidable condition of scarcity of natural and financial resources?
